ELCA World Hunger and ELCA Advocacy Host “Public Charge” Webinar

 

Applying for citizenship or the right to extend your stay as an immigrant in the United States has never been the easiest process, but it’s about to get much harder for many families. This week, the United States Department of Homeland Security proposed a change in the way visas and green cards are handled. The proposed change would alter the definition of what constitutes a “public charge” and may have significant effects on our immigrant neighbors in the US.

What is a “public charge”?

Under current policies, immigrants seeking to come to or stay in the US and non-citizen residents must demonstrate that they are able to sustain themselves financially. The “public charge” rule is designed to exclude immigrants who are likely to become “public charges,” that is, who may have to rely on public assistance to support themselves and their families. Participation in certain programs is understood to be evidence that someone is likely to become (or already is) a “public charge.” Under the current policy, these programs include Temporary Assistance for Needy Families (TANF, which provides a modest cash benefit to people in poverty), government-funded long-term institutional care, and Supplemental Security Income (SSI, which primarily goes to people with disabilities.)

What is the proposed change?

Under the proposed change in “public charge,” participation in many other programs will be included as negative marks against applications for admission into the US and for the extension or change in visas. If enacted, immigrants who have used the Supplemental Nutrition Assistance Program (SNAP; formerly food stamps), non-emergency Medicaid, and housing assistance (including Section 8) in the 36 months prior to application can be deemed a likely “public charge” and have their application denied. (This will be in effect after the rule is implemented. People who have used these programs prior to the rule change will not be affected.)

What will be the effects?

The consequences of the rule change could be vast. What is likely to happen is that immigrants who need the support of programs like SNAP, Medicaid, or Section 8 will not use them out of fear that it will hurt their chances at extending their visas or renewing their green card.

What is important to remember is the wide swath of residents this applies to. It’s sometimes easy for US citizens to forget the broad diversity of immigration statuses, including student visas, employment visas, and families with citizen children and non-citizen parents. Individuals and families in any of these groups potentially could be impacted by the change.

Who uses SNAP?

SNAP is one of the most reliable federal safety net programs for helping people facing food insecurity get through tough economic situations. About 11.7 percent of people in the US rely on SNAP, according to the US Census Bureau. Contrary to rhetoric that suggests people receiving public assistance don’t work, about 79 percent of households receiving SNAP in 2017 had at least one person working in the year they received benefits. By contrast, of the households which did not receive SNAP in 2017, about 86.1 percent had at least one worker. The difference is far from huge. Often, households rely on SNAP to supplemental insufficient income or to pay for food when there is no work, such as during seasonal down-times.

In terms of citizenship status, in 2017, 11.2 percent of native-born US citizens relied on SNAP, while 17.1 percent of foreign-born non-citizens received SNAP. It’s important to remember that undocumented immigrants are not eligible for SNAP benefits, and most documented non-citizens working in the US pay taxes that fund SNAP.

As people of faith, we are called to remember our own migration (Deuteronomy 10:19) and to treat other immigrants with the same concern we would show citizens: “The alien who resides with you shall be to you as the citizen among you; you shall love the alien as yourself, for you were aliens in the land of Egypt” (Leviticus 19:34). This proposed rule change will directly harm our neighbors as they work to build new lives in the US.

New Video Discussion Guides Available from ELCA World Hunger

ELCA World Hunger supports ministries around the world and here in the United States that are committed to ending hunger and poverty for good. Nothing quite captures the stories of God’s work in these communities quite like videos where viewers can hear directly from the participants and leaders.

 

Videos are also great tools for education forums, temple talks or Sunday School. To help with this, we have put together video discussion guides on ELCA World Hunger’s two newest videos: “Robyn’s Story” from Massachusetts and “Kanchan’s Story” from India.

Each guide features discussion questions and an outline of a “think-pair-share” model for conversation that can deepen your time together. Each guide also features snippets from ELCA social teaching documents that can help your group connect the stories in the videos with their Lutheran faith.

The guides are designed for study group sessions of up to 45 minutes, though they can be adapted for shorter sessions. The information in them can also be used to guide short temple talks to highlight the work our church supports together through ELCA World Hunger.

Robyn’s Story – Northampton, Massachusetts

Hunger and poverty are symptoms of a deeper brokenness within communities that leaves many of our neighbors without access to the resources they need. Ending hunger in the long-term means both providing food now – and restoring supportive, mutual relationships for the future. At Cathedral in the Night, a ministry supported by ELCA World Hunger, guests come together for worship, prayer and food to be fed spiritually and physically.

In this video, military veteran Robyn describes how the community at Cathedral in the Night has helped him rediscover and grow his gifts. In the process, he is able to meet his needs and emerge as a leader within the community.

This video discussion guide focuses on Robyn’s story and the challenges faced by many military veterans, who are often denied access to the services and support they need to thrive after their service.

Kanchan’s Story – Madhya Pradesh, India

Hunger and overall health are closely tied together. Without sufficient nutrition, children, especially, are at much higher risk of illness and death. Without sufficient healthcare, illness and injury can take time away from work and other productive activities, putting families at higher risk of hunger. Through Padhar Hospital’s Tripti project, healthcare professionals and community members are working together to end this cycle for good.

Kanchan, one of the participants in the project, shares how the project helped her get the care she needed for her son and learn how to best care for him. The video also features staff from the project sharing what their work means for the community at large.

This video discussion guide focuses on the connections between health, education and hunger by diving deeply into Kanchan’s story and the Tripti project – and helps study groups discern together the tremendous impact ministries focused on health can have.

Proposed Policy Change Will Affect Hungry People

 

The following guest post from Alaide Vilchis Ibarra, program director, migration policy, for ELCA Advocacy, describes a proposed rule change that will have a dramatic effect on some of our most vulnerable neighbors.

While my husband worked at a small nonprofit and I went to school, we used the Affordable Care Act (ACA) subsidies to be able to afford his health insurance. Not having to choose between his health and other indispensable items made a difference for our family at a pivotal time when we needed support. As I write this, the Department of Homeland Security (DHS) is considering proposing a rule change that would harm families that have accessed public benefits, just like my family once did.

This expected rule will raise barriers for people to obtain and maintain legal immigration status in the U.S. if they or their dependents access public benefits such as Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Affordable Care Act (ACA) insurance subsidies, and the Supplemental Nutrition Assistance Program (SNAP). Historically, the U.S. government has restricted immigration applications if they determined an immigrant would be a “public charge,” that is, if they would likely depend on cash assistance or long-term medical care. This rule change will greatly expand this definition to harm people whose dependents, including U.S. citizen children, have had to access public benefits.

As a church, the ELCA has long advocated for healthcare for vulnerable populations, SNAP, and WIC. As people of faith, we have ministries across the country that accompany people that will be hurt by this rule. Families that we worship alongside and minister to have to choose between accessing support for food security and good health or leaving their family vulnerable to separation, a choice no family should have to make.

Programs like WIC and SNAP are vital safety nets for families and often provide the short-term support they need to get through hard economic times. These programs have proven effective in ensuring that families and individuals can avoid long-term poverty and hunger. As people of faith in God’s promise of a world without hunger, Lutherans have long been at the frontlines of providing relief to people living in poverty and food insecurity. But we also believe that one of the core responsibilities of government is ensuring that all people have what they need for healthy lives. In the ELCA’s social statement on economic life, Sufficient, Sustainable Livelihood for All, our church calls for “scrutiny of how specific policies and practices affect people and nations that are the poorest, and changes to make policies of economic growth, trade, and investment more beneficial to those who are poor.”

Scrutiny of this proposed rule change clearly points to the negative impact it will have on people in our communities and congregations who are hungry and in need of assistance.

What can people of faith do?

After the rule is published, there will be a small period for the public to send comments to oppose this rule. The number and content of comments submitted during this period will impact whether the proposed rule is revised. We can make a difference.

Youth Gathering Reflections from 2018 Interns

 

With more than 30,000 youth and adults from across the ELCA, ELCA World Hunger staff were in Houston, Texas, last week for the 2018 National Youth Gathering. The event is a great opportunity for youth and leaders to learn about the many ministries of the ELCA and our partners. This year, as part of ELCA World Hunger’s Global Farm Challenge, youth had the chance to support ELCA World Hunger’s accompaniment of farmers around the world by offering their donations, glimpse a village in Malawi through a 360-degree virtual reality video, and learn about some of the challenges and opportunities smallholder farmers face through the “Field Experience” track. In this interactive track, participants followed the story of a smallholder farmer and tried their best to bring one of four crops – ginger, corn, citrus trees, or rice – from seed to market. ELCA World Hunger’s interns were a critical part of the event, helping to build and staff the track, guiding youth through the “Feld Experience,” and sharing their own passions and wisdom with participants. Below, Jasmine, Hannah, and Petra share some of their reflections on the Youth Gathering – including the ways that the event shapes staff who work it as much as it shapes the youth who attend.

“I finally was able to realize what being Lutheran and being Church meant, and it was something truly special.”

This summer I had the privilege of attending the 2018 ELCA Youth Gathering in Houston, Texas. While I thought I was ready to welcome the Youth to our space Thursday morning, I soon realized that nothing could have prepared me for welcoming 30,000 youth! The experience was truly something indescribable, never have I ever worked so hard, stood on my feet so long and felt like I was apart of something so meaningful.

Nervous at first about how the field experience would go—especially the section my fellow interns and I put together—I easily became more comfortable in the space, allowing for me to focus on what was truly important about what was going on around me. What was so impactful and enlightening about this experience had nothing to do with how perfectly I worded each sentence, or how quickly we got the crops from the finish line back to the beginning of the track, it was the small talk, and the connections being made throughout and seeing/ recognizing that over 30,000+ Lutherans were coming together from all over the U.S to celebrate God and grow in faith.

Every morning I was greeted by Petra R. and Hannah N. we would walk down to breakfast debrief for the day then head to the event. Entering this trip with them I never expected our relationships to grow how they did but I guess when you spend nearly 24 hours a day with someone that naturally happens. We all became one another’s support and when I, being the grandma intern got too tired they helped push me out of my comfort zone by encouraging me to attend a mass gathering on Saturday, which I greatly thank them for. Not being a huge fan of speakers and talks I was initially turned off by the idea, but once I was there I realized it was so much more than that, it didn’t matter exactly what was being said on stage, it was the feeling of being in a room with 30,000+ people who all believe in the same thing as you. The theme for Saturday was Hope and I could feel and see hope all around me as I sat amongst the future generations of our country. I finally was able to realize what being Lutheran and being Church meant, and it was something truly special.

I am beyond grateful that I was able to attend the Youth Gathering both because it allowed me share with youth and others ELCA World Hunger’s mission and field experience, as well as it showed me hope for the future and presented a feeling of belonging I had never felt before. I can confidently say that this experience was like no other and will stick with me for a lifetime.

“I saw young people empowered to be the leaders that this church needs…”

When I was selected to be one of ELCA World Hunger’s interns, I had no idea what I was getting into. However, I did know that I would have the opportunity to attend the 2018 ELCA Youth Gathering, so I was super excited for what the summer would hold. This trip held an important significance for me, as I was born and raised in Houston, Texas. Welcoming 31,000 youth and their leaders to my hometown and educating them about the impact of ELCA World Hunger and the Global Farm Challenge was such a cool experience, even amidst the stifling heat of Houston (which you can never get used to).

The theme of the 2018 ELCA Youth Gathering was “This Changes Everything,” and from the moment I first arrived in the Interactive Learning space in Houston, I found that to be true. I met people from all over the United States and the Caribbean, and I like to think I showed them a thing or two about the challenges farmers face around the world.  I even had the privilege of guiding Presiding Bishop Elizabeth Eaton through a section of the “Field Experience”—she could carry a 41.5-pound jerry can of water better than some of the youth!

In the Mass Gatherings, thousands of youth around me were enlivened by the speakers and the messages of hope and grace they brought to my generation. The speakers reflected the theme verse of the event in Ephesians: “For by grace you have been saved through faith, and this is not your own doing; it is the gift of God” (Ephesians 2:8 NRSV). As you know, the youth of this vibrant church are a gift from God, and they were lifted up to be an important part of their churches not only in the future but now. Throughout the Youth Gathering, I saw young people empowered to be the leaders that this church needs, and I am so excited that ELCA World Hunger could be a part of this important faith formation event.

In the last Mass Gathering, the normally dark NRG Stadium was filled with light. The assignment for all the youth was to let someone important to them know that they were loved by sending them a text message with the note “May God hold you in the grip of grace.” After they sent the message, they were to turn their phone flashlights on. Quickly, the entire stadium became as bright as the noonday as thousands of people throughout the United States and the world were told that they were loved by the next generation of Lutheran leaders. After attending this gathering, I am filled with hope for what the church will look like moving forward.

“…this is what it takes to create a just world where all are fed.”

Beautiful chaos. Everything God-blessed, fast-paced, brightly colored and abundantly emotional— a light sprinkling of buzzwords that only begins to scratch the surface of the ELCA National Youth Gathering. Every three years, an inconceivable amount of sweat, tears, and hope breathes life to this event. Though I believe few people are blessed with having a grip on this whirlwind of an experience due to its sheer magnitude, I thought I had a pretty good idea after attending two. I easily recall the countless post-church potluck lunches, car washes, and wreath sales that brought us ever-closer to our financial goal of affording the Gathering. What I hadn’t realized was the equal anticipation felt by the staff, volunteers, and partners planning the event. Excitement, nervousness, expectation, and anticipation hummed around the office long before our arrival, for everything ELCA World Hunger’s part in the event would be. Everything I got to hear, see, and have a hand in bringing to fruition, though, was just a tiny part of the entire event. The massive floorspace we would curate was but a planet in the entire solar system of NRG Center activities, and a tiny-but-mighty speck in the galaxy of events participants would encounter in the week.

Rather than humbling, this realization was enlivening. It brought urgency to pouring ourselves into ELCA World Hunger’s area, ensuring it precisely and accurately reflected all the learning points we prayed groups would grasp. Despite my hoarse throat and empty stomach, I was committed to making my piece of ELCA World Hunger’s “Field Experience” meaningful, fun, and enriching for each group. This is the first and only time these folks that stood before me got to see the space. This was the time they had to learn about what I staunchly believe is one of the best examples of God’s work in this church and the world.

What I pray they carry home is the sentiment of injustice behind the stories they heard, and allow it to fuel action. The participants in the track each followed stories of farmers facing hunger, and in the track, they took on the voices of the farmers – and added their own excitement or frustrations to the mix. “My son is sick!” one girl screamed. Another, “I get to ride a bike!” Or, most often heard, “Aw man, I have to carry my crops?!” These were only a few of the reactions after reading how the “drought” affected each group’s “crops.” The track was a great opportunity for the youth at the Gathering to hear about experiences of others around the world – experiences that may differ from their own – and to be inspired to act.

Just how different would the world look if we each took the time to learn about other’s experiences in the world, what this means for everyone as a global community, where our Church stands in it all, and how God is calling us to respond to injustice and need? Asking these questions and creating avenues for people to explore them—this is what it takes to create a “just world where all are fed.”

Luther on “Exiles”: Hospitality for World Refugee Day 2018

 

Therefore not single persons, as formerly, but entire families are now in exile because of their confession of the Word. It is a crime not to help these. – Martin Luther, Lectures on Genesis (Chapter 18)

Martin Luther’s Lectures on Genesis contain some of his most compelling teachings about who the church is called to be in the world.  Reflecting on the story of Abraham, Luther stakes out his claim that the church is called to be an agent of hospitality in an often inhospitable world. It’s an account worth reflecting on today, as we commemorate with others around the globe World Refugee Day.

An “Unparalleled” Example

Luther’s teachings on hospitality come in his lecture on the 18th chapter of Genesis, which tells the story of Abraham playing host to three visitors. As he is cooling off in the heat of the day, Abraham sees three men approaching. Immediately,

“he ran from the tent entrance to meet them and bowed down to the ground. He said, ‘My lord, if I find favor with you, do not pass by your servant. Let a little water be brought, and wash your feet, and rest yourselves under the tree. Let me bring a little bread, that you may refresh yourselves, and after that you may pass on—since you have come to your servant.’ So they said, ‘Do as you have said.’ And Abraham hastened into the tent to Sarah, and said, ‘Make ready quickly three measures of choice flour, knead it, and make cakes.’ Abraham ran to the herd, and took a calf, tender and good, and gave it to the servant, who hastened to prepare it. Then he took curds and milk and the calf that he had prepared and set it before them; and he stood by them under the tree while they ate” (Genesis 18:2b-8).

Abraham’s hospitality to the strangers is an “unparalleled” example of hospitality for Luther, according to Leopoldo A. Sánchez M. Yet, unique as it is, for Luther, Abraham’s example is one the church is called to follow.

Luther begins by noting especially Abraham’s earnest service of the strangers and his “generous and bounteous” attention to their needs. For Luther, this arises, in part, from Abraham’s own experience as an exile, a wanderer without a stable land. Equally important, though, for Luther, this virtue of hospitality is a basic teaching Abraham takes from the “patriarchs and from the practice of the church” (which Luther extends to include the religious heritage of Abraham.) This is so basic a practice to the church as church that Luther writes,

“At all times the church has been like some refuge of the exiles and the poor.”

There is a link between Abraham’s hospitality and the reference to hospitality in the book of Hebrews, according to Luther. There, readers are reminded, “Do not neglect to show hospitality to strangers, for by doing that some have entertained angels without knowing it” (Hebrews 13:2).

This is certainly nothing new. Hospitality is one of the most basic ethical practices of the people of God throughout scripture. In fact, Ezekiel points to inhospitality as the sin that brought down Sodom: “This was the guilt of your sister Sodom: she and her daughters had pride, excess of food, and prosperous ease, but did not aid the poor and needy” (Ezekiel 16:49), a verse Luther cites in his lecture here.

Hospitable Treatment of “All Guests”

Luther’s interpretation of Abraham makes clear that hospitality is primarily extended properly to other people of faith, people in the “in-group” of one’s neighbors or what Luther calls “exiles..because of their confession of the word.” Here, he means Christians forced to leave their homelands because of religious persecution. Had the visitors to Abraham not been among these, Abraham would have cared for them “but he would not have fallen down to the earth in accordance with brotherly love. For he knows that God dwells in the brethren and fellow believers, who are true temples of God, and not in the enemies of the faith or in those who have no knowledge of the true religion.”

That said, there is no reason to limit hospitality only to fellow believers, or to draw firm lines between who is worthy of “refuge” and who isn’t. “Even if they had been enemies,” Luther writes, Abraham “would not have let them go but would have refreshed them first in accordance with love.” He goes on to say:

“I am not displeased with the opinion of those who say that Abraham learned from instances that had happened both to him and to his ancestors, and that he experienced rather often that angels, coming in the form of human beings, enjoyed the hospitality of human beings, as we shall hear later about Lot in Sodom (Gen. 19:1 ff.). Because of this experience they treated all guests rather respectfully and hoped for occasions on which they themselves would associate with angels.”

For a theologian who was well-known for his displeasure, even this modest allowance is worth noting.

More pointedly, Luther goes on to say:

“Indeed, we should be generous not only toward the brethren and such as are exiled because of their confession but also toward those who are strangers in the state, provided that they are not manifestly evil…Even though he is not suffering because of the Word but is in distress in other respects, he should not be disregarded by us.”

Interestingly, Luther seems also to enjoin public officials and other citizens beyond the church to extend this same sort of protection and assistance, praising Elector John Frederick’s approach to exiles:

“By God’s grace the wretched exiles now have a place under our most illustrious Prince. Here they can flee for refuge, and here they are safe. But I am afraid that someone else will come—someone who does not know Joseph (Ex. 1:8); and I fear that this will happen because of the excessive cruelty, inhospitality, and greed of human beings. The nobles, the burghers, and the peasants do not help the churches with a single obol to be able to be generous toward exiles.”

Without reading too much into this, it appears that Luther believes that hospitality is not private Christian charity but a public virtue for the community and state, inasmuch as the latter creates the opportunity for the church to be of service.

A Realistic Assessment

Luther isn’t idealistic, though. He knows that there are those “exiles” who may take advantage of hospitality for their own greedy or malicious purposes. But here, we have to remember that Luther is not a consequentialist; the morality of an action is in its practice, not in the good or bad consequence that it brings about. Hospitality is a virtue, a good in itself. Drawing on Jesus’ willingness to heal the ten lepers, despite knowing that most would not show him gratitude, Luther commends the practice of hospitality in spite of the risks:

“If we are deceived now and then, well and good. In spite of this our good will is demonstrated to God, and the kind act which is lost on an evil and ungrateful person is not lost on Christ, in whose name we are generous. Hence just as we should not intentionally and knowingly support the idleness of slothful people, so, when we have been deceived, we should not give up this eagerness to do good to others.”

Why should the church practice hospitality? Not because every stranger is an “angel” in disguise, but because that is what the church does in the name of Christ.

At a time when more than 68 million people around the world are either refugees or internally displaced because of violence or persecution, Luther’s call to practice earnest hospitality is as important as ever. While we can’t risk drawing too simple of a line between his time and ours, we also can’t risk losing sight of a virtue so central to what makes us church.

This is one of the reasons ELCA World Hunger continues to support projects that accompany refugees, migrants, and others on the move. The practice of hospitality is not merely a command that Lutherans are called to follow but rather, as Luther himself highlights, part of heritage as people of faith and as exiles ourselves. And who knows, maybe by so doing, we will entertain angels. But even if we don’t, we can still take comfort in the fact that the church will be what it is called to be: “like some refuge of the exiles and the poor.”

“The lifeline that never goes away”: St. Matthew Trinity’s Lunchtime Ministry

Everyone’s life, at some point, takes an unexpected body blow. An accident, an addiction, the loss of a job or family member. These forces come out of nowhere, and for a while, it seems like the world is against you. However, eventually someone throws you a lifeline—a good lawyer shows up, a friend makes a job offer, or time spent in the stability of everyday life heals that wound.

 

Lots of people who have come back from having their feet kicked out from under them believe that those in the worst shape—people who are homeless or living in poverty—are either lazy or helpless. “I helped myself, so why can’t you?” moralizes one person, while another shakes their head, saying, “I’ve been so fortunate, and all these poor people are just down on their luck. No one actually wants to be homeless.”

As anyone who has worked in a social service will tell you, both perspectives take it too far.  Many people in poverty have gotten the wind knocked out of them, but, unlike those in more fortunate situations, they haven’t had lifelines thrown their way. They often don’t have a stable job to begin with, or their family and friends are unable to give them a loan or a place to stay.  On the other hand, many people have simply rejected or misused the lifelines thrown to them.  And yes, some people do want to be homeless.

What I love about St. Matthew Trinity Lunchtime Ministry, a soup kitchen and drop-in center operating out of St. Matthew Trinity Lutheran Church in Hoboken, New Jersey, is that we don’t care about that stuff. Of the 65 or so people we serve every day, some are looking for work, some are waiting on their benefits to come in, some are about to lose their housing, and some enjoy living on the streets. But we do not screen our guests based on why they are in need. We don’t ask for your fingerprints or your ID or your immigration status. Our only requirement is respect for the people and space around you. We’ll give you a warm meal, a fresh pair of socks, and a listening ear no matter what you did last year or last night. Whatever your story is, we will welcome you.

And here’s the really amazing thing. Even if you break the rules at Lunchtime Ministry and have to leave our community for a few days, we will always welcome you back. Everyone messes up a time or two, but no one is beyond forgiveness. We are one lifeline that never goes away.

Len (pictured at left), one of our longtime guests, was generous enough to share his story with us. Born in Jersey City in 1959, he attended technical school in Texas before getting deployed to California to work as a forklift driver for the U.S. Air Force. After his honorable discharge, he stayed in California until his father died, and he returned to New Jersey to take care of his mother. She died in 2011, leaving him with nowhere to go. Although he stayed at other county shelters, a few bad decisions got him kicked out of these for life.

Len came to Lunchtime Ministry as a last resort. Although we are not an overnight shelter, he is able to get a few hours of sleep on our benches or floor during our open hours. Like many of our guests, he helps out when needed by cleaning tables, taking out the garbage and posting event flyers. He also attends church services, Alcoholics Anonymous meetings, and Bible study. Most of all, he is known for encouraging our volunteers with one-liners such as “This is the best food in town…and I’m not just talking about the prices!”

Like many social services, we are a community effort.  We welcome volunteers from all walks of life and enjoy partnerships with numerous other social services. Our financial support comes from various sources, including ELCA World Hunger’s Domestic Hunger Grant, whose recent gift toward our food and supply costs will assist us in continuing to dish out delicious and filling meals every day.

It’s easy to list the things that make Lunchtime Ministry unique—the food donations from restaurants as diverse as Qdoba Mexican Grill and Schnackenberg’s Luncheonette, the free haircuts on Mondays, the cardboard barn in which we collect spare change for ELCA World Hunger, the “billritos” that our chef Bill makes from scratch on Wednesdays, the guitar music half an hour before we close. But when we’re asked why our program is necessary to Hoboken, there’s only one answer: respect. For many people in town, we are the one place where they can spend a peaceful morning, the one place where they have a forgiving community, the one place where they can go when they have burned all their other bridges.  In Len’s words:

“A little respect goes a long way.  A lot of respect could be eternal.”

Welcome ELCA World Hunger’s 2018 Summer Interns!

 

Each summer, the churchwide organization of the ELCA hosts interns for ten weeks. Interns help the ministries of the ELCA with a variety of projects and learn more about working within the church along the way. This year, ELCA World Hunger is happy to welcome Jasmine Bolden, Hannah Norem and Petra Ricekrtsen to the team!

Jasmine Bolden, Hunger Education Intern

Hello! My name is Jasmine Bolden, and I will be the ELCA World Hunger intern for hunger education this summer! Originally from the Eastside of St. Paul, Minnesota, I was exposed to the injustices of the world at a very young age, which helped push me in the direction of the Lutheran church, as well as piquing my interest in social justice. Recently, I graduated from St. Olaf College in Northfield, Minn., with a degree in Social Studies Education. As requirements for receiving my Bachelors of Arts degree, I was able to not only take courses on what has led and continues to lead to social injustices, but I was also able to work hands-on with those in my community who have experienced marginalization and exclusion.

I have participated in multiple practicums throughout the Twin Cities Area and volunteered at the schools near St. Olaf. One opportunity that has greatly impacted me and helped lead me to my position here at the ELCA, however, was Breakthrough Twin Cities. At Breakthrough, I was able to teach English to a group of underprivileged and under-resourced middle school students within the Twin Cities area for the summers of 2016 and 2017. As a teaching fellow, I learned much about myself and those in the world around me, and through listening to my students, I saw how education is so much more than school.  I was able to realize more deeply the inequities present not only near me but throughout the world, while I was also able to see hope for the future.

As I continue to grow throughout this summer with the ELCA, I look forward to taking what I learn and implementing it as a Fulbright English Teaching Assistant in Thailand this Fall. I know that this summer the ELCA is where I am supposed to be, and I look forward to growing and learning with those around me and those within the community.

Hannah Norem, Fundraising Intern

My name is Hannah Norem, and I am honored to be the ELCA World Hunger intern for fundraising this summer. A lifelong member of Messiah Lutheran Church in Cypress, Texas, I was born and raised in Houston and just graduated from Augustana University in Sioux Falls, South Dakota, with a degree in government/international affairs, religion and French. After this internship, I will be going to Winston-Salem, North Carolina, to attend Wake Forest University in a 5-year joint degree program between the School of Divinity and the School of Law with the end goal of earning a Master’s in Divinity (MDiv) and Juris Doctor (JD).

I am so grateful for the opportunity to work with the ELCA World Hunger team because I have always been interested in working at the intersection of religion and justice. Advocating alongside neighbors experiencing marginalization because of my deeply rooted faith is a skill I have strengthened in college, so advancing the initiatives that ELCA World Hunger has put forth to serve others is something I am interested in. A special part of this internship that I am thrilled about is the ability to spread the message of ELCA World Hunger at the 2018 ELCA Youth Gathering. Since my middle-school and high school years as a day camp counselor at my home church, I have loved working with young people, and to be able to go to my hometown and work with young people is a unique opportunity that I am blessed with this summer.

When not at work, I enjoy reading a good book, trying out local coffee shops, and attempting to finish the “easy” sudoku puzzle in under a minute (with varying degrees of success). I am excited to bolster the mission of ELCA World Hunger until all are fed!

Petra Rickertsen, Network Engagement Intern

Grateful for the opportunities which led me to the ELCA, I am elated to serve with ELCA World Hunger as the network engagement intern this summer! Attending California Lutheran University and serving our Southwest California Synod Hunger Team have been great outlets for my desire to accompany people in their mission to live out their purpose. Friends and co-workers know me to be working on several projects at once, whether it be initiating a hunger-focused project with Cal Lutheran’s Lord of Life Student Ministries, participating in an Interfaith Allies gathering, or helping a friend with a filming project. But they also know I’m never too busy to be found on a camping trip with good buddies. I also intern with a fitness and education-based nonprofit local to Thousand Oaks, California, called Fit 4 The Cause  as Advancement Intern, helping them fulfill their mission of making healthy lifestyles an option for people who would like some extra support in their fitness endeavors and who hail from low-income backgrounds.

In my breathing and being time, I will often pull out my guitar, pop open a book, dance around a park, or hang in my hammock, generally milking as much of the California sunshine that I can. I spent last fall continuing my Business Administration, Management and Theology and Christian Leadership studies in Paris. There, I also traveled to both experience new settings and visit distant relatives with new friends. I look forward to the coming Fall semester where I will be blessed to learn from the people of Europe again, this time through Cal Lutheran’s traveling Oxford program. Thereafter, I anticipate graduating from the university next May.

After five summers of helping make camp an open, loving environment for youth through Lutheran Retreats, Camps, and Conferences, I feel more prepared than ever to learn how the ELCA does the same in God’s great world. Thank you for taking the time to get to know me, and have a lovely day!

 

The Poor People’s Campaign: A Time for Lutheran Action

On Monday, May 14, 2018, people of faith and low-wage workers gathered in Washington, D.C. and more than 30 statehouses across the country to kick off the Poor People’s Campaign: A National Call for Moral Revival. This initiative seeks to move poverty to the top of our national consciousness through energized grassroots organizing that will expose, confront and take aim at forces that keep people in poverty. At this moment of rising income inequality, this campaign brings together the moral power of organized people of faith, the voices of those living in poverty and the urgency of addressing our national priorities.

The Rev. Dr. Martin Luther King, Jr. planned the original Poor People’s Campaign of 1967-68 to build on the momentum and strategies of the civil rights movement to address the denial of human rights and dignity to Americans trapped in poverty. Moved by the struggles of people and communities he encountered in his journeys, he sought to bring together low-wage workers, faith leaders and activists to highlight inequities and demand our nation prioritize programs that support workers and jobs, access to housing and a war on poverty. The initiative lost momentum after the assassination of Dr. King.

Fifty years later, in 2018, a new Poor People’s Campaign is growing up from the seeds that Dr. King planted. The campaign will address the roles that systemic racism, ecological devastation, the war economy and militarism play in perpetuating generational poverty in the U.S. As a faith community initiative, it is bringing together religious leaders who will engage in mobilization, advocacy and civil disobedience to make their voices heard. The Rev Dr. William Barber and the Rev Dr. Liz Theoharris, the campaign leaders, are at the fore of a multiracial and interreligious coalition that launched 40 days of protests and direct action on May 14. Over the course of these 40 days, causes, concerns and solutions to persistent and generational poverty will be highlighted through marches, worship events and nonviolent direct action. The initiative seeks to change the moral narrative in our nation, from blaming poor people for their own poverty to involving them in solutions to it. The campaign highlights the role that entrenched systemic racism plays in perpetuating poverty and the result of a national budget that prioritizes military spending at the cost of anti-poverty programs. The renewed campaign also takes on environmental degradation and promotes sentencing reform as areas where our collective moral voice must break through for change.

The 2018 Poor People’s Campaign is bringing together Lutherans who are concerned about the increase in income inequality in our nation, the intersections of poverty, race and environment and the toll of cuts to anti-poverty programs on their communities and church members. As a new, faith-led grassroots movement by which to advocate on the local, state and federal level, it offers congregations a new way to act to address hunger and poverty. It highlights the urgency of this moment for action with and on behalf of our neighbor.

The ELCA Social Statement on Economic Life reminds us that God calls us to seek sufficiency and sustainability for all. “For all” refers to the whole household of God—all people and creation throughout the world. Therefore, our economic analysis cannot stop with our own well-being, but must assess how economic activities affect “all,” especially people living in poverty. Scripture gives voice to the circumstances that keep people poor, whether social status, oppression or because of the greed and injustice of the powerful. The statement urges this church to “address creatively and courageously the complex causes of poverty.” The Poor People’s Campaign is a vehicle to help us do that in our day.

Too often, advocacy is speaking for others who are perfectly able to speak for themselves. As the ELCA, we prioritize advocacy that supports people with lived experience of poverty or oppression to tell their own stories, using voices that are often the most powerful in creating change. The Poor People’s Campaign offers an opportunity to accompany others in solidarity and urgency, in advocacy as the church for the world.

World Malaria Day 2018 – Updates from the Field

 

From 2011 to 2015, the ELCA Malaria Campaign raised both awareness about malaria and gifts to support companion churches and partners in fourteen countries to combat this disease. These gifts continue to support projects in countries faced with the daunting challenges posed by malaria. This World Malaria Day, we celebrate this important work that continues through the ELCA’s companion churches. As we commemorate World Malaria Day this year, we do so with firm resolve to keep up this important work. According to the World Health Organization, there were 216 million estimated cases of malaria in 2016 (the most recent year data is available.) This is a significant decrease from the 237 million cases WHO estimated for 2010, which enlivens hope that we can reduce vulnerability to this disease. Yet, we also know that progress has slowed. The 2016 estimates represent an increase from 2015, when WHO reported 211 million cases.

 Clearly, there is more to be done. But ELCA World Hunger, our partners, and our companions also celebrate the progress that has been made and the impact this work has had in communities. Below are updates from some of the countries where malaria work continues. For more on the malaria programs in Zimbabwe from ELCA staffmember David Mills, see this post.

Malawi

Income generation and savings is a key part of the Evangelical Lutheran Church in Malawi’s work, as well. In 2017, their village savings and loan programs reached more than 2,100 members, who collectively saved nearly $167,000 dollars. These savings have helped the participants—88 percent of whom are women—gain increased access to health services, loans, and education while improving the overall food security of their households. The members were also able to make improvements to their homes and purchase assets that will help them generate income. All of these results will help them be more resilient to malaria outbreaks.

To reduce the population of mosquitos that carry the malaria parasite, removing brush and tall grasses that would allow standing water to collect near homes is critical. In Ruacana, 349 people from seven villages came together with the Evangelical Lutheran Church in Namibia (ELCIN) to implement a major cleaning campaign to reduce the risk of malaria. The Regional Councillors’ office helped by providing transportation for the large group. More than 100 participants joined in two other cleaning campaigns in Okongo and Engela districts, especially targeting the area around the hospitals in those communities.

Education about spraying continues to be a key priority for the ELCIN. When participants in their malaria program in Zambezi reported that many people refused to allow sprayer operators into their homes, the church began an intensive awareness campaign and hosted workshops with community leaders. With the knowledge they gained and the trust that was built in the workshops, the community leaders became active advocates for indoor spraying, assisting the program leads and offering support to sprayer operators. The ELCIN now reports that 89% of the homes in Zambezi have participated in indoor spraying, a key best practice in reducing the risk of malaria.

Zimbabwe

Malaria is a disease of poverty. On the one hand, the disease itself contributes to high rates of poverty because of lost productivity, lost wages due to illness or death, lower school attendance, and increased health care costs. On the other hand, poverty can also make a community more vulnerable to malaria by decreasing the availability of social services, including health care and prevention education.

This is why income-generating activities are a key part of the Evangelical Lutheran Church in Zimbabwe’s (ELCZ) response to malaria. In Hwange and Gokwe districts, community members took time to celebrate the hard work of people involved in the ELCZ’s livelihoods projects. In Gokwe, groups participated in field days at a local level, showcasing a variety of products, including organic honey, organic milled small grains, protein-rich nuts, sun-dried vegetables, and soups. Some of the products were collected and exhibited at a district-wide field day. The exhibit of products won an award for best exhibit in the social services category. More than just celebrating the work of the groups, the exhibits gave them an important opportunity for feedback on product quality and branding.

In Hwange, the ELCZ held a field day where groups could come together and share experiences and best practices. Groups also had the chance to showcase the products they had developed. The group members helped make the field day a successful celebration, mobilizing resources for food and prizes for the presenters.

The ELCZ’s work has made a tremendous impact on individuals and communities. Gogo Lucy Mloyi, a 60-year-old widow in Mfelandawonye, has been a member of a village savings and loan group since 2013. The group has been a blessing for Gogo Mloyi as she works to raise chickens for eggs and meat. Through her hard work and the support she has, Gogo Mloyi was able to build a six-room house, with rooms to rent for added income. She was also able to get electricity in her house to run a deep freezer where she keeps her chickens before they are sold. With the support from the village savings and loan group, Gogo Mloyi is able to meet her needs in her new home.

With Women in Power, Malaria Doesn’t Stand a Chance – A Report from Zimbabwe

 

It is easy to think of malaria prevention as simply providing mosquito nets for prevention and medicine to those who have fallen ill. I have to confess, I’ve lived in Africa and had malaria on three different occasions, and frankly, my thinking about how to effectively combat the parasite is still so often stuck in this familiar pattern.

And then I visited Burure, Zimbabwe.

Burure is located in the Gokwe Region of Zimbabwe, bordered by rivers which are notoriously difficult to cross during the rainy season. It is an area that has been plagued by outbreaks of malaria in the past. It is, without question, one of the most remote areas served by the Evangelical Lutheran Church in Zimbabwe (ELCZ).

During my visit, I had the opportunity to visit the ELCA World Hunger-supported and ELCZ-operated Burure Primary and Secondary Schools and the Burure Gokwe Clinic – institutions which provide the opportunity for education and health care to a catchment area of approximately 10,000 people. I also had the privilege of meeting with Jairos Charedzera, a Village Health Worker supported by the ELCA Malaria Campaign.  With a contagiously enthusiastic and upbeat demeanor (even in the hottest part of the day), Jairos explained to me how he teaches malaria prevention and control in Burure and the surrounding villages and acts as a “trainer of trainers” for income-generating savings groups in each of these villages. Before introducing me to the savings groups, Jairos began his presentation with this simple yet profound truth:

“Health and income that reduces poverty must never be separated. When a household’s income rises, so does the likelihood of good health.”

 

Each of the village savings and loan groups greeted us with their own unique song and dance before telling us how their group works and displaying the fruits of their labor. In each of the groups, the members (all women) contribute a certain amount of money each month. That money is pooled together to invest in income-generating activities. The profits of these activities are then used to provide things like goats, hens, pots, pans, mosquito nets or other necessities for each member of the group and their households.

The group in this photo consisted of seven women who pooled their resources together to plant and nurture a nutritional garden, growing squashes, groundnuts, greens, and spices. They also harvested honey from beehives they had built and maintained.

 

After the group gave their presentation (and, being most persuasive in their sales pitch, successfully sold us nearly all of the produce pictured), I asked the leader of the group about the meaning of the song they had greeted us with. Her answer:

“Our song says that we will put into practice what we learn from one another.”

I learned anew in Burure that there is a more powerful method for undoing the devastating effects of malaria in communities than simply distributing mosquito nets and medicine – that method is giving the power back to the women.

Strong women are directly at the center of Burure’s journey toward a future of hope and possibility, freed from the shackles of preventable diseases like malaria. When women gain access to income, the whole community benefits. The profits go toward household necessities that make the cooking of nutritional food easier and to needs like mosquito nets (which they can purchase with pride and at a fairer price because they negotiate as a group), school fees for their children, and paying for medical care that mitigates the impact of easily treatable diseases like malaria. All are cared for, and no one is left behind.

Leaving Burure, we travelled hundreds of miles to visit four different hospitals in Zimbabwe. At each one, we left them with a gift of produce we received from the savings and loan group in Burure. The produce that was grown and harvested by these resilient women was used to feed sick people across their country.

When women are given power, the blessings cannot be contained, traversing mountains, valleys, and every barrier. When women are given power, malaria doesn’t stand a chance.
