August may be a couple\u00a0of\u00a0months\u00a0away, but\u00a0now is actually\u00a0an important time\u00a0to think about August\"A<\/a> Recess. Steps now can help Congress\u2019 summertime break be your time to shine.<\/p>\n

What is\u00a0August\u00a0Recess?<\/span><\/h5>\n

Sometimes advocating is tricky. When your lawmakers are all the way in Washington,\u00a0D.C., and letters and phone calls seem\u00a0impersonal, it can feel like your lawmakers are not actually hearing from you. Letters and phone calls\u00a0to D.C.\u00a0are still incredibly important and effective!\u00a0But August is an opportunity for more\u00a0relational\u00a0contact.<\/span>\u00a0<\/span><\/p>\n

August\u00a0Recess is\u00a0traditionally\u00a0a month-long exodus from Washington, D.C., where your lawmakers return to their\u00a0home state\u00a0to engage with people like yourselves! Even more excitingly, it is a midterm election year, which means all members of the House of Representatives are campaigning, and\u00a0even some\u00a0senators\u00a0are\u00a0running for reelection. This\u00a0makes August Recess this year\u00a0a prime window for advocacy from ELCA members.\u00a0<\/span><\/p>\n

 <\/p>\n

What\u00a0makes August\u00a0special?<\/b>\u00a0<\/span><\/h5>\n

There are at least three things that make August\u00a0Recess\u00a0that prime window.\u00a0First, congressional offices switch gears from legislating to listening. As they<\/strong>\u00a0<\/span>schedule town halls, site visits, community events and more<\/span><\/b>, they are\u00a0<\/span>focusing more on engaging directly with constituents rather than crafting future legislation<\/span><\/b>. And while they might be campaigning, there is less noise and pressure from Capitol Hill politics, meaning your message\u00a0won\u2019t\u00a0be lost in the noise. This is also a chance to hear directly from them, bring up\u00a0your\u00a0lived\u00a0experiences\u00a0and ask deep questions.<\/span>\u00a0<\/span><\/p>\n

\"Close-up<\/a>Second, it is a chance to express your concerns in\u00a0a timely\u00a0fashion, especially\u00a0since\u00a0it overlaps with\u00a0the yearly fiscal budget planning process.\u00a0\u00a0Such\u00a0budget planning\u00a0is also known as appropriations, a process\u00a0that\u00a0requires\u00a0spending bills\u00a0to\u00a0be passed before the end of September to fund the\u00a0federal\u00a0government and other significant programs. This includes things\u00a0such as\u00a0<\/span>agricultural nutrition programs<\/span><\/a>\u00a0and even the Lutheran\u00a0World\u00a0Federation\u00a0<\/span>Augusta Victoria Hospital<\/span><\/a>\u00a0in Jerusalem, which\u00a0are\u00a0key ELCA priorities\u00a0during the budget cycle. August is therefore a key time to\u00a0<\/span>let your lawmakers know where you think the U.S. should be spending its money<\/span><\/b>.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Third, and\u00a0arguably most\u00a0importantly, the August\u00a0Recess allows for personal interaction\u00a0which can\u00a0build trust and rapport with your\u00a0Members\u00a0of Congress and their teams.\u00a0<\/span>Relationship-building is\u00a0<\/span><\/b>one of the most effective<\/a><\/strong>\u00a0things an advocate can do.<\/span><\/b>\u00a0Building these connections \u2013 based on our faith values, respect, empathy and listening \u2013 will set the stage for a more personal, engaged advocacy with the office in the future. The next request for meetings\u00a0is more likely to\u00a0be met with openness, and your policy priorities and message will be more likely to break through.<\/span>\u00a0<\/span><\/p>\n

How can you get started?<\/b>\u00a0<\/span><\/h5>\n

While lawmakers step away from Capitol Hill to return home, it is important that you reach out to their scheduling offices now<\/span><\/b>\u00a0to book a meeting or event with your representatives. Their schedules are already receiving many requests, so it is imperative that you send an invitation as quickly as possible!<\/span><\/p>\n

Is the representative\u2019s schedule already booked, or did the timing not work out? No worries! You can always request a virtual meeting instead. Town Halls are also a great opportunity to have your voice heard and are an even better opportunity to bring\u00a0friends and others who are interested.<\/span><\/p>\n

Once you have your meeting booked, whether a town hall or congregational site visit, it is important that you and anyone else in your group prepare and strategize. Research your legislator\u2019s positions on the areas of concern you and anyone else in your group must prepare or reach out to your ELCA-affiliated\u00a0<\/span>State Public Policy Office<\/span><\/a>\u00a0or our ELCA Witness in Society Office for clarifications and tips. You can always use the ELCA\u00a0<\/span>In-District Meeting Guide<\/span><\/a>\u00a0to help prepare and structure your time with your representative.<\/span><\/p>\n

Your voice matters<\/b>\u00a0<\/span><\/h5>\n

This may seem like a lot, and it can look overwhelming. But the most important reminder is to be yourself. You are the constituent, and your voice matters. Remember to follow up, continue reaching out, and build relationships with the members\u00a0and their staff.\u00a0<\/span><\/p>\n

So, reach out for scheduling\u00a0and start planning!<\/span><\/p>\n
