Amy Reumann, Director of ELCA Advocacy <\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0\u00a0 When the Attorney General and the White House Press Secretary invoked St.\u00a0Paul\u2019s instruction \u201cbe subject to the governing authorities\u201d\u00a0to quell criticism of the Administration policy of separating families seeking asylum at the border, faith leaders reacted swiftly to\u00a0the misuse of Scripture.\u00a0<\/strong>The ensuing uproar focused on\u00a0a\u00a0narrow\u00a0interpretation\u00a0of Romans 13\u00a0that ignored\u00a0the larger meaning of the passage, which\u00a0holds\u00a0all\u00a0persons and structures to God\u2019s\u00a0higher standard of love.\u00a0It can in no way be used\u00a0justify the horrific practice of tearing children away from their parents\u00a0or any unjust law.\u00a0Many have weighed in on the misapplication of the text to\u00a0falling in line behind this new interpretation of immigration policy.\u00a0\u00a0But it also raises a larger question. <strong>Just what is\u00a0our relationship to\u00a0government,\u00a0as Lutherans?\u00a0When\u00a0do\u00a0we\u00a0submit,\u00a0and\u00a0when is\u00a0resistance\u00a0called for?\u00a0<\/strong><\/p>\n<p>Luther\u00a0had a lot to say about this. He\u00a0bequeathed us\u00a0with\u00a0a unique take on the role of the church in society.\u00a0As branches of the emerging Protestant movement wrestled with how to relate to the ruling powers \u2013 full separation from the irredeemably\u00a0sinful\u00a0affairs of state and society, or fully combining royal and church leadership \u2013 the Lutheran movement forged its own path. <strong>Luther\u2019s reading of the Gospel and understanding of God\u2019s ordering of the world led him to believe\u00a0that Christians can make use of the governing structures, because they are gifts from God for order, for peace and for providence for those who have little.\u00a0\u00a0<\/strong><\/p>\n<p>In the Large Catechism, Luther stresses the place of government three times, with an emphasis on the ways it is\u00a0a means by which God cares for the most vulnerable:<\/p>\n<ul>\n<li><strong>Fourth Commandment:<\/strong>civil government is an extension of the parental role, responsibility and authority, and is to serve so that children can live full and productive lives.<\/li>\n<li><strong>1st Article of the Apostles\u2019Creed:<\/strong>&#8220;good governments&#8221;\u00a0is lifted\u00a0up as a gift of\u00a0God,\u00a0\u00a0alongside\u00a0necessities like\u00a0body, soul, life, food, drink, spouse, child, air, water, peace and security.<\/li>\n<li><strong>4th Petition of the Lord&#8217;s Prayer:<\/strong>daily bread includes all the necessities we need for our daily life and the\u00a0role of the rulers was to ensure daily bread for all.<\/li>\n<\/ul>\n<p>Luther drew on the poetry of the Psalms to speak further regarding\u00a0governmental\u00a0care for the poor. In his commentary on Psalm 82 he addresses the duties of a prince and their virtues\u00a0that\u00a0include furthering the Word of God by ensuring &#8220;justice for those who fear God,&#8221;\u00a0and\u00a0just laws to prevent the oppression of the poor,\u00a0wretched, widows and orphans.\u00a0<strong>The government\u00a0itself\u00a0is a &#8220;divine hospital&#8221; to care for those in\u00a0need, to ensure no one will become a beggar.\u00a0\u00a0<\/strong><\/p>\n<p>Luther is very clear on what makes a good government.\u00a0Cooperation, participation and submission to\u00a0the\u00a0just laws of a benevolent government are in line with\u00a0these emphases. But submission to the governing authorities is never blind nor automatic.\u00a0We are to evaluate laws, discuss policies as a faith community and discern a faithful response. As the ELCA, we do so within the framework and guidance of our\u00a0social teaching documents.<\/p>\n<p>The ELCA Social Statement \u201cChurch in Society: A Lutheran Perspective\u201d\u00a0sums up this\u00a0up\u00a0when it\u00a0states\u00a0that:<\/p>\n<blockquote><p>This church must participate in social structures critically, for sin also is at work in the world. Social structures and processes combine life-giving and life-destroying dynamics in complex\u00a0mixtures and in varying degrees. This church, therefore, must unite\u00a0realism and vision, wisdom and courage, in its social responsibility. It needs constantly to discern when to support and when to confront society\u2019s\u00a0cultural patterns, values and powers. (Church in Society,\u00a0p. 3)<\/p><\/blockquote>\n<p>Lutherans are called to careful discernment on social issues and,\u00a0rooted in\u00a0our understanding of the Gospel, to affirm laws that align with it, oppose those that are contrary to it and to speak up in\u00a0all\u00a0cases.\u00a0Laws and policies that do harm to the most vulnerable\u00a0are to be strenuously opposed.\u00a0The social statement continues:<\/p>\n<blockquote><p>As a prophetic presence, this church has the obligation to name and denounce the idols before which people bow, to identify the power of sin present in social structures, and to advocate in hope with poor and powerless people. When religious or secular structures, ideologies or authorities claim to be absolute, this church says, \u201cWe must obey God rather than any human authority\u201d (Acts 5:29).\u00a0With Martin Luther, this church understands that \u201cto rebuke\u201d those in authority \u201cthrough\u00a0God\u2019s Word spoken publicly, boldly and honestly\u201d is \u201cnot seditious\u201d but \u201ca praiseworthy, noble and &#8230; particularly great service to God.\u201d\u00a0(Church in Society,\u00a0p. 4)<\/p><\/blockquote>\n<p>Lutherans\u00a0have some wonderful\u00a0theology here\u00a0that\u00a0we need to dust off\u00a0and put it back in use.\u00a0<b>Now.<\/b>\u00a0When rhetoric dehumanizes or demonizes people of different races, nationalities or religious traditions\u00a0the church is called to name and denounce idols\u00a0of\u00a0white supremacy, ethnic nationalism\u00a0or\u00a0religious intolerance, inside itself and in public life.
